At Phillips 66, we are committed to safe, efficient and reliable operations with a focus on environmental stewardship. We are planning to replace, and relocate sections of, approximately 37 miles of an existing pipeline that delivers refined products from our Ponca City Refinery to consumers in Oklahoma City and surrounding areas. This project will help ensure the continued safe and reliable transport of fuels.
The existing pipeline has been in place since the 1930s and as Oklahoma City has grown, more development has occurred near the pipeline. The new pipeline will be rerouted to less densely populated areas east of the city. We are committed to designing, constructing, operating, and maintaining the replacement pipeline in a safe and reliable manner, and to meeting or exceeding regulatory standards.
In addition to ensuring the safe and reliable delivery of fuels, the pipeline project will create 150-200 construction jobs during the 6-9 months of construction.
Construction activities are expected to begin in September 2024 and be completed in the first half of 2025. We will strive to minimize disruptions to landowners and the surrounding communities during construction. Most construction will take place during daylight hours, Monday-Saturday, however, some work may occur on Sundays.
Once construction activities are complete in 2025, we will work with landowners to restore the land to preconstruction or better conditions.
The pipeline will:
- Have anti-corrosion coating and cathodic protection to inhibit corrosion
- Have greater steel wall thickness than the existing pipeline
- Have 100% of pipe joint welds X-rayed (exceeds requirements)
- Be hydrotested (filling the pipe with water and increasing the pressure beyond normal operating levels to check for leaks) prior to entering service
- Be monitored 24/7 from our pipeline control center in Bartlesville, Oklahoma
- Have regular internal inspections to identify potential dents or corrosion
- Have regular right-of-way inspections to detect potential encroachments and other threats
- Be included in public awareness and damage prevention programs to further enhance safety
